and the obama administration is facing tough new questions about the attack. sarah is back now to explain. sarah, good morning. >> reporter: good morning, tony and allison. just as those hearings are about to start, the state department issued a bomb tonight, making it clear that the attacks were never part of a protest. there is now a clear rift between president obama's white house and hillary clinton's state department. while the administration's ambassador to the united nations first blamed the attack on a spontaneous protest and discounted the idea that terrorists had killed u.s. ambassador chris stevens, it's not clear what, if anything, she was basing that on. last night, the state department said it was not them according to one official, that was not our conclusion. this as congress gets ready for what could be explosive hearings today. when the state department's career bureaucracy takes on a leftist democratic administration and tries to separate itself from a liberal white house, you know the white house has got a big problem. >> reporter: the white house denies there was a coverup b

the obama administration misled because they were worried about the political considerations of what happened in benghazi? >> you have to ask why as recently as last night. you're asking a judgment about motive. i don't know. as recently as last night the vice president of the united states misled and misinformed the american people who i presume for political purposes. >> you just accused the president of lying to the american people. >> yes. >> the intelligence was unclear. there's an investigation going on. there's no advantage for the administration to mislead the american people on something that's a tragedy like this. >> i wonder how much the voters -- i mean this is an important issue certainly with the administration to be accountable if they made misstatements. how much is this election going to turn on foreign policy. jobs and economy are still the number one issue. this was a pretty fierce debate between biden and ryan. >> on that question, did paul ryan answer the question with respect to the $5 trillion, where those deductions can come from and does the arithmetic work?

happened in library area does the administration see some vulnerability as to what happened there? >> there is a vulnerability because on the one hand as the obama campaign is saying, romney spoke too soon on libya, the republicans can say the same thing about the administration on libya when susan rice came out and said this was an uprising not a terrorist event. the story has changed since then. so that's something now that the republicans can point to, so there is a bit of a vulnerability. although everybody believes on foreign policy that's far, far secondary to the primary issue of this campaign which is the economy. >> john, i want to ask you about mitt romney and his foreign policy advisers and how he would differ from president obama. there's a piece in "new york times" where he says of mr. romney beyond his critique of president obama failing to show strength of u.s. abroad he has a fractured team of advisers that include warring tribes of neo-conservatives and others. is there a could herren strategy coming from mitt romney on foreign policy or is it a work in progress?
